Under the first mayor of Tuba,Swaking Ismek or Joaquin(father of Tomas Smith),Irisan used to be a part of Tuba.Irisan comes from the Ibaloi term "Idisan" meaning a wood used to grind something to make it fine.In 1983,the land of Daniel Maganes,Tomas Smith,Gabol and Sagnid, was designated as a resettlement area for the urban poor during the term of Mayor Bueno. The land was to be paid by  the settlers to the ancestral landowners at two pesos(2.00) per square meter.the number of houses in irisan increased rapidly.this prompted the Baguio City gavernment to conduct demolition of illegel structures of settlers and squatters starting in the 1990s.
